Zhang Guobao, head of Chinas National Energy Administration, said China Petroleum & Chemical Corp, Kuwait Petroleum Corp and an overseas oil producer plan to build a $9bn refining and an ethylene plant in southern Chinas Guangdong province, reported Bloomberg.
